SCHOOL BOARD MEETING

TUESDAY, SEPTEMBER 20, 2016

An executive session was held at 5:30 p.m. at the Administration Building on litigation matters.

 MINUTES

 

Present:  Adam Williams, President; Trent Fox, Vice President; Alice Gillis, Member; Tyce Stebbins, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent

Absent:  John Adams, Secretary

I.                   CALL TO ORDER

At 6:30 p.m. Board President, Adam Williams, called the meeting to order.

 

II.                PLEDGE OF ALLEGIANCE

III.             AMEND AGENDA

A motion was made by Trent Fox and seconded by Tyce Stebbins to amend the agenda, as presented.  The motion was approved unanimously.

 

IV.              MINUTES

A motion was made by Tyce Stebbins and seconded by Trent Fox to accept the minutes of the business meeting and executive session held on Tuesday, September 6, 2016.  The motion was approved unanimously.

 

V.                 FINANCE

A.     A motion was made by Tyce Stebbins and seconded by Trent Fox to accept the list of vouchers, as presented.  The motion was approved unanimously.

B.     Purchases over $7500:

1.      None.

C.     A motion was made by Trent Fox and seconded by Alice Gillis to approve the following adoption resolutions:

2017 Capital Projects Plan

2017-2028 Bus Replacement Plan

2017 Appropriations, Levies, and Tax Rate

The motion was approved unanimously.

 

VI.              COMMUNICATIONS FROM THE FLOOR

Doug Marshall, Principal at Royerton Elementary School, thanked the Board for the additional counselors in the corporation.  He stated the teachers at Royerton are able to utilize Ms. Conti in a more efficient and effective way since she is there every day now.  He informed everyone Ms. Conti did the bulletin board in the boardroom and stated that is one example of the messages she gives the students each and every day. 

Kelly Brown, Principal at Delta Middle School, stated the new curtain donated by DMS PTO for the stage has been hung up and looks very nice.  She informed everyone fall sports are winding down.  She stated they’ve had a lot of success with students getting involved in activities at the beginning of the school year and they are doing a great job.  Ms. Brown stated they had Swinging Sounds tryouts recently and they are rehearsing five days a week.  The musical will be December 2nd and 3rd.  at 7:00 p.m. at Delta Middle School.   

Chris Conley, Principal at Delta High School, congratulated the girls’ golf team for finishing 2nd Saturday at sectionals.  They will now advance to regionals.  He informed everyone Ashlie Powell finished 2ndoverall at golf sectionals and Cade Orchard, cross country runner, will be running in the Bicentennial Torch Relay next Tuesday.  Cade was nominated by Coach Wray.  He stated it’s very impressive Cade was chosen because only a select number of people get to run that.  Mr. Conley stated they recently took the sophomores to Ivy Tech Campus, juniors to IU East and Earlham, and seniors to Ball State. He said the goal for the University of Delta High School is to expose students to post-secondary schools.  They take sophomores to a 2 year school and juniors to a private university.  He let everyone know they received positive comments from people at the colleges they attended on how the students behaved.  He stated on the same day, the freshmen did their Freshmen Forum which is the transition to high school event they have done the last few years where they find out how to navigate high school better.  He stated they had a presentation from a local group fighting drug abuse in this area and one of the speakers, who is a recovering addict and recent grad of Delta High School spoke.  Mr. Conley said for her to stand up to people she knew and tell her story was impressive and had a tremendous impact on our students. 

Amy Larrabee, Special Education Director, wanted to share the significant needs classroom went on an outing last Friday to McDonalds.  When they went to pay their bill, an elderly gentleman had already paid it. Dr. Larrabee stated he was very impressed with the program, kids, and teachers and said it was amazing. 

VII.           OLD BUSINESS

A.     A motion was made by Tyce Stebbins and seconded by Alice Gillis to approve the Superintendent Contract, as presented.  The motion was approved unanimously.

 

VIII.        NEW BUSINESS

A.     Certified Staff

1.       A motion was made by Trent Fox and seconded by Alice Gillis to approve the request for Laurie Neal, Teacher at Eaton/Albany Elementary Schools, to take an unpaid 1 day leave, as presented.  The motion was approved unanimously.

B.     Classified Staff

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (item 1):

1.     Retirement of Tina Reynolds, Food Service Cook at Albany Elementary School, effective September 30, 2016.

The motion was approved unanimously.

 

A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the following (items 2-6):

2.      Recommendation to employ Brandy Sorrell as a Food Service Cook at Albany Elementary School effective September 21, 2016.

3.      Recommendation to employ Amy Mills as a Food Service Cook at Delta Middle School effective September 21, 2016.

4.      Recommendation to employ Margaret McDaniel as a Food Service Cook at Delta Middle School effective September 21, 2016.

5.      Recommendation to employ Maranda Cave as a Food Service Cook at Delta High School effective September 21, 2016.

6.      Recommendation to transfer Mikayla Rainho from a Substitute Latchkey Aide to a Latchkey Aide effective immediately.

 

The motion was approved unanimously

C.     Extra-Curricular

A motion was made by Trent Fox and seconded by Tyce Stebbins to approve the following (items 1-8):

1.       Recommendation to employ Tanner Wehlage as an Assistant Varsity Basketball Coach at Delta High School effective for the 2016-17 school year.

2.      Recommendation to employ Gary Schliessman as a Head Wrestling Coach at Delta High School effective for the 2016-17 school year, pending successful completion of all pre-employment testing.

3.      Recommendation to appoint Ryan George as a Volunteer Assistant Wrestling Coach at Delta High School effective for the 2016-17 school year.

4.      Recommendation to appoint Jeff Pease as a Volunteer Assistant Wrestling Coach at Delta High School effective for the 2016-17 school year.

5.      Recommendation to appoint Ethan Harriett as a Volunteer Assistant Basketball Coach at Delta High School effective for the 2016-17 school year.

6.      Recommendation to appoint Brian Osner as a Volunteer Assistant Swimming Coach at Delta High School effective for the 2016-17 school year, pending successful completion of all pre-employment testing.

7.      Recommendation to employ Brian Brewer as a Freshmen Class Sponsor at Delta High School effective August 1, 2016.

8.     Recommendation to employ Shane Conley as a Head Track Coach at Delta High School effective for the 2016-17 school year.

a.      A motion was made by Tyce Stebbins and seconded by Trent Fox to approve Transportation reorganization, as presented.  The motion was approved unanimously.

b.      A motion was made by Tyce Stebbins and seconded by Trent Fox to approve the Royerton Elementary 4th and 5th Grade Music Trip, as presented.  The motion was approved unanimously.

c.       Mr. Mann informed the Board about the following fundraisers:

1.       Eaton Elementary Fundraisers for the 2016-17 school year.

2.      Miranda Hummel, Sophomore Class, requests permission to sell Homecoming rally towels instead of t-shirts from September 14, 2016 through September 16, 2016, as presented.  Proceeds go towards the Sophomore Class.

3.      Amanda Craw and Julie Blakely, Class of 2017, request permission to sell Homecoming t-shirts from September 15, 2016 through September 21, 2016, as presented.  Proceeds go towards Homecoming and class activities.

4.      Rebekah Weaver, DHS Band Department, requests permission to sell Century Resources cheese, sausage, gifts, etc. from September 21, 2016 through October 3, 2016, as presented.  Proceeds go towards music, contest entry fees, and instruments.

5.      Miranda Hummel and Amanda Craw, DHS Student Council, request permission to hold a Powder Puff Game at Delta High School on September 28, 2016, as presented.  Proceeds go towards student body activities.

6.      Miranda Hummel and Amanda Craw, DHS Student Council, request permission to hold a Dodgeball Game at Delta High School on September 29, 2016, as presented.  Proceeds go towards student body activities.

7.      Debbie EichhornRoyerton Music Program, requests permission to sell items from Pepper Fundraising from September 29, 2016 through October 8, 2016, as presented.  Proceeds go towards music program expenses for K-5 and Washington D.C. trip for 4th and 5th Choir/Rockers.

8.     Alicia Fuller, Monsterous Masquerade, requests permission to hold a fundraiser on October 27, 2016, as presented.  Proceeds go towards art club activities, trips, and supplies.

9.      Shawnda Swain, Royerton Elementary, requests permission to collect coins at Royerton Elementary School from February 6, 2017 through February 24, 2017, as presented.  Proceeds go towards the Leukemia and Lymphoma Society.

10.  Karen Kirtley, FCCLA, requests permission to sell Little Caesar’s Pizza Kits at Delta Middle School and Delta High School, as presented.  Proceeds go towards Chapter activities, State Leadership Conference, National Leadership Conference, State FCCLA Meeting, and community service.

11.   Brian Brewer and Amy Sites, Freshman Class, request permission to sell t-shirts from September 14, 2016 through September 19, 2016, as presented.  Proceeds go towards class funds.

2.      Assistant Superintendent

A motion was made by Trent Fox and seconded by Alice Gillis to approve the following (items 1-4):

a.      Use of Facilities:

1.       Hope Lehman, Campus Life, requests permission to use the Delta Middle School Café and Gym to hold club meetings, as presented.

2.      Laura Seibold-Caudill, Cardinal Swim Club and DHS Swim Team, requests permission to use the Delta High School swimming pool and locker rooms from September 6, 2016 through September 9, 2016 to hold the annual Delta-Cardinal Swimming Stroke Clinic, as presented.

3.      Laura Seibold-Caudill, Cardinal Community Swim Club, requests permission to use the Delta High School swimming pool and locker rooms from September 2016 through August 2017 to hold Cardinal Community Swim Club practice, as presented.

4.      Laura Seibold-Caudill, Cardinal Community Swim Club, requests permission to use the Delta High School swimming pool, locker rooms, and hospitality room on October 29, 2016 from 6:00 a.m. to 6:00 p.m. to hold the Cardinal Swim Club Dactacular Swim Meet, as presented.

The motion was approved unanimously.

 

IX.              LETTERS/NOTES

X.                 BOARD MEMBER COMMENTS

Trent Fox – Mr. Fox thanked everyone for coming.  He wished good luck to all sports teams as they finish up and get ready to roll into tournaments.  He stated tennis tournaments are coming up and golf is already in theirs.  He hopes the golf team will have good weather and do well at regionals.  Mr. Fox thanked the Delta Middle School PTO for the new stage curtain and commented it sounds like it looks nice. 

Tyce Stebbins – Mr. Stebbins concurred with his fellow board member.  He thanked the gentleman at McDonalds who paid for the significant needs class meal.  He stated to hear people paying it forward and general acts of kindness is great and thanked Dr. Larrabee for sharing.  He thanked Mr. Mann and the administrators for the thankless hours they put in.  He stated they are spending time thinking through and researching things to make sure we are making the best decisions on how we move forward.  Mr. Stebbins stated if you get the chance, thank people for their extra time because our corporation has a lot of people to be thankful for. 

Alice Gillis – Ms. Gillis thanked Ms. Conti for doing the bulletin board in the boardroom.  She stated the sports teams are moving forward and doing well.  She congratulated Cade Orchard for getting to run in the bicentennial relay because that’s an honor.  She thanked whoever was responsible for setting up the college field trips at the high school.  Ms. Gillis spent some time with Mr. Kile at Eaton Elementary School. He showed her the data wall and information taken from NWEA testing and what can be used to pass along to the parents.  She commented there was tremendous improvement and she was really impressed.  She thanked the tennis team for taking supplies to Kokomo for the tornado damaged area when they played there.  It was a very nice gesture on their part.  Ms. Gillis thanked all administrators, teachers, and everyone that spends hours researching what needs to be done. 

Adam Williams – Mr. Williams stated there is still a lot going on in the schools and he appreciates dedication from staff.  He wants to convey how much we value what teacher’s do, the lives they touch, and the kids they care about.  He stated teachers aren’t doing this for the money, it’s because they care, want to impact young lives, and help students become what they are capable of being.  Mr. Williams stated it is a thankless job and target of criticism sometimes, but he appreciates all they do. 

 

FUTURE MEETINGS

A.     The 2016 ISBA/IAPSS Fall Conference will be held from September 25, 2016 through September 27, 2016 at the Indiana Convention Center in Indianapolis, IN.

B.     A regular meeting for the Board of School Trustees is scheduled for Tuesday, October 4, 2016 at 6:30 p.m. at the Administration Building.

C.     An ISBA Fall Regional Meeting is scheduled for October 12, 2016 from 6:00 p.m. to 9:00 p.m. at Willie and Red’s in Hagerstown, IN.

 

XI.              ADJOURNMENT

A motion was made by Tyce Stebbins and seconded by Trent Fox and Board President, Adam Williams, adjourned the meeting at 7:00 p.m
