MINUTES


Present:  Adam Williams, President; Trent Fox, Vice President; Lance Engle, Secretary; Jacob Case, Member; John Adams, Member; Darin Gullion, Assistant Superintendent; and Reece Mann, Superintendent


  1. CALL TO ORDER


At 6:30 p.m. Board President, Adam Williams, called the meeting to order.



  1. PLEDGE OF ALLEGIANCE 



  1. AMEND AGENDA


A motion was made by Trent Fox and seconded by Lance Engle to amend the agenda, as presented.  The motion was approved 5-0 vote.



  1. MINUTES


A motion was made by John Adams and seconded by Lance Engle to accept the minutes of the business meeting and executive session held on   September 21, 2020.  The motion was approved 5-0 vote.



  1. FINANCE


  1. A motion was made by Lance Engle and seconded by Jacob Case to accept the list of vouchers, as presented.  The motion was approved 5-0 vote.






  1. Purchases over $7500:


A motion was made by John Adams and seconded by Trent Fox to approve the following (item 1):

The motion was approved 5-0 vote.


A motion was made by Trent Fox and seconded by Jacob Case to approve the following (items C-E):


  1. Governor’s Emergency Education Relief (GEER)/CELL Grant-($152,333.58), as presented. 


  1. Indiana Literacy Early Intervention Grant-($7,370.15), as presented.  


  1. Purdue University-Anderson Robotics Mini Grant-($250.00), as presented.


The motion was approved 5-0 vote.


  1. Dr. Gullion gave a Monthly Finance Review Presentation.



  1. COMMUNICATIONS FROM THE FLOOR


Joseph Schmaltz, Albany Elementary Principal, stated they were supposed to have eLearning this week and it’s so nice to be in school today and the rest of the week.


Chris Conley, Delta High School Principal, stated they are in the last days of their first year of the Rural Early College Networking Grant. He informed everyone because they weren’t able to travel, they were able to, with CELL’s grace, move money into different accounts and budget items. He stated because of that, they are able to pay for all of their French III students who are taking Ivy Tech classes. He stated they can pay for their first semester classes and technology fees and all of their Econ kids because those costs are being picked up by the grant from CELL, which is great and saves people money.  He informed everyone the boys’ tennis team won their 28th sectional in a row.  He stated he’s never embarrassed to wear something that says “Delta” around that crew because Tim runs a first class program for both boys’ and girls’.  He stated when you see how other top programs behave at tennis matches, you have a new appreciation for how well our students and families behave.  He informed everyone they will play Marion tomorrow at Regionals and if they win that they will play the winner of the Anderson and Jay County Sectional and then off to Semi-State Saturday morning.  He stated this is a big week for both boys’ and girls’ soccer as they kick of Sectionals with the girls’ tomorrow night against Yorktown and boys’ Wednesday at Eastbrook.  He stated the boys’ and girls’ cross country will be at the Sports Plex for Sectionals on Saturday and they have had a plan approved by the Health Department.  He stated even though we are in Stage 5, all that did was move the number of people from 250 to 500 when you had to have a plan to exceed.  He stated their plan for cross country already exceeded 500 people in attendance so that plan will go forward.  He thinks it gives every athlete 2 tickets.  He informed everyone they are going to run the girls’ race first and attempt to clear the facility as best they can and then run the boys’ race around 2 hours later.  He stated there is a lot of work going in throughout the season to be able to accommodate fans at events.  He stated our fans have done a great job.  He stated a few weeks ago they were at New Castle and they threw their gate open and sent the first 250 people through, which was very disorganized, but when our people were in the stands, they had their masks on and were doing what they were asked to do.  He stated he received an email from an official from Friday night’s football game against Pendleton Heights.  He stated they received an exemplary report on sportsmanship for both teams.  He said a lot of hitting was going on, but if you watched, the guys were helping each other up so it’s great when we get those reports.

  1. A motion was made by John Adams and seconded by Lance Engle to approve TBR Corrections, as presented.  The motion was approved            5-0 vote.

A motion was made by Trent Fox and seconded by Lance Engle to approve the following (items 1-2):


  1. Resignation of Sheila Mercer, Instructional Assistant at Eaton Elementary School, effective October 9, 2020.


  1. Resignation of Ashton Slaven, Latchkey Assistant, effective immediately.


The motion was approved 5-0 vote.


A motion was made by Lance Engle and seconded by Trent Fox to approve the following (item 3):


  1. Recommendation to employ Jennalynn Selvey as an Instructional Assistant at Royerton Elementary School effective October 6, 2020, pending successful completion of all pre-employment testing.


The motion was approved 5-0 vote.


  1. Extra-Curricular


A motion was made by Trent Fox and seconded by John Adams to approve the following (items 1-2):


  1. Resignation of Joel Van Pelt, Intramural Director at Delta Middle School, effective immediately.


  1. Resignation of Joel Van Pelt, Science Fair Sponsor at Delta Middle School, effective immediately.


The motion was approved 5-0 vote.


A motion was made by John Adams and seconded by Lance Engle to approve the following (items 3-12):


  1. Recommendation to employ Dave Marshall as a JV Boys’ Basketball Coach at Delta High School effective for the 2020-21 school year, pending successful completion of all pre-employment testing.


  1. Recommendation to employ Jordan Baldwin as a 7th Grade Boys’ Basketball Coach at Delta Middle School effective for the 2020-21 school year.


  1. Recommendation to employ Ashtyn Rastetter as a 7th Grade Girls’ Basketball Coach at Delta Middle School effective for the 2020-21 school year.


  1. Recommendation to employ Michael Huston as an Assistant Wrestling Coach at Delta Middle School effective for the 2020-21 school year.


  1. Recommendation to employ Alison Jackson as a Head Coed Swim Coach at Delta Middle School effective for the 2020-21 school year.


  1. Recommendation to employ Katie McGuire as an Assistant Choir Director at Albany Elementary School effective for the 2020-21 school year.

  1. Recommendation to appoint Billie Newsome as a Volunteer Assistant Cheer Coach at Delta Middle School effective for the 2020-21 school year.


The motion was approved 5-0 vote.


A motion was made by Lance Engle and seconded by Jacob Case to approve the following (item 13):


  1. Recommendation to employ Ashtyn Rastetter and Maddie Fox as Sophomore Class Sponsors at Delta High School effective for the  2020-21 school year.


The motion was approved four in favor with Trent Fox abstaining.



  1. Conference Requests/Field Trips


A motion was made by John Adams and seconded by Jacob Case to approve the following (items 1-7):


  1. Michelle Alley, Laurie Neal, and Kristi Gibson request permission to attend Youth Mental Health First Aid Training to be held virtually on October 5, 2020.


  1. Anna Clark requests permission to attend Youth Mental Health First Aid Training to be held virtually on October 6, 2020.


  1. Dawn Raleigh requests permission to attend Youth Mental Health First Aid Training to be held virtually on October 13, 2020.


  1. Jennifer Berry, Kendra Hirons, and Lindsay Roberts request permission to attend Youth Mental Health First Aid Training to be held virtually on October 14, 2020.

  1. Mr. Mann informed the Board about the following fundraisers:


  1. Dawn Raleigh, Delta Troupers, requests permission to sell Ads beginning November 2, 2020, as presented.  Proceeds go towards clothing, building materials, future scripts, etc.




    1. Mark Detweiler, DHS Boys’ Basketball, requests permission to hold an online GoFundMe fundraiser from November 9, 2020 through November 20, 2020, as presented.  Proceeds go towards equipment, supplies, and food.


    1. Dawn Raleigh, Delta Troupers, requests permission to hold a Fall Show from December 3, 2020 through December 5, 2020, as presented.  Proceeds go towards clothing, building materials, future scripts, etc.


    1. Teresa Schwer and Kelly Green, RES Student Council, request permission to collect food donations and/or money for charities, as presented.  Proceeds go towards Center Chapel Food Pantry, Secret Families, and other community organizations.


  1. Assistant Superintendent


  1. Use of Facilities:


A motion was made by Trent Fox and seconded by Lance Engle to approve the following (items 1-2):


    1. Laura Seibold-Caudill, Delta Diving Club, requests permission to use the Delta High School pool and locker rooms beginning September 2020 to hold diving club practice, as presented.


      1. Mark Detweiler, Delta Boys’ Basketball, requests permission to use the Delta High School gymnasiums from November 2020 through February 2021 to hold Youth Boys’ Basketball, as presented.


The motion was approved 5-0 vote.


  1. A motion was made by John Adams and seconded by Lance Engle to approve the request for Delta High School to accept a donation in the amount of $5,000.00 from Randall Gregg, as presented.  The motion was approved 5-0 vote.








  1. LETTERS/NOTES



  1. BOARD MEMBER COMMENTS

John Adams – Mr. Adams stated the tennis team winning their 28th sectional is an outstanding achievement and Class Act.  He stated he has friends whose kids have competed against our team and coach and for people who don’t know, he’s not just coaching our team, he’s coaching all kids there if they need help because that’s just the kind of individual he is.  He stated even though that’s an outstanding thing, it’s kind of gotten to the point where we accept it because that’s just what they do and who they are.  He congratulated them on a job well done and stated he’s sure they will be playing more tennis as this goes forward.  He stated he’s heard a few comments about the lights at the soccer field.  He’s glad they are up, working, and the kids have been able to play and use them.  He stated from the Board seat, he’s happy to be able to do that.  He stated it’s a great thing for them to have and he’s glad they could get it done before the end of the season.  He stated for the Financial Review, it’s always important to know where you’re at, but to do it in a public forum so the folks who attend our meetings know where we are, he thinks they can see we are good stewards of the money we have that comes from the tax payers.  He thanked Dr. Gullion for his work, putting all that together, and keeping a close eye on it.  He gave a shout-out to those who have resigned from a position and stated the time they spent here is greatly appreciated.  He welcomed Ms. Selvey and stated she’s a great young lady and will do a great job.  He stated he’s known Mr. Gregg for many years.  He’s a great individual, great patron, loves Delta athletics, and a true die-hard fan.  He stated he doesn’t know if you’ll find too many like him and to see him donate that kind of money is outstanding.  He can’t thank him enough.  Mr. Adams stated he’s sure it will go to great use as this year is a tough year when it comes to athletics.  

Jacob Case – Mr. Case concurred with Mr. Adams.  He congratulated the tennis team and stated 28 years in a row is very impressive.  He thanked everyone for their donations and grants and stated they will be put to good use.  He wished good luck to boys’ and girls’ soccer and cross country and all other sports that are gladly getting to play and for kids getting a chance to burn off energy. 




Lance Engle – Mr. Engle concurred with his fellow board members.  He stated he attended the football game Friday night and the band looked great in their new uniforms.  He stated that’s the first time he’s seen them and they looked and sounded great.  He stated it’s great to see the band growing and the sound they put out.  He said you can tell they are getting better every time they come out and it’s great to see.  He stated he also noticed the sportsmanship between both teams.  He stated almost every play they were helping each other up no matter what color their jersey was.  He commented it was good to see, a good game, and a lot of positive things came out of Friday night.

Trent Fox – Mr. Fox thanked everyone for being here.  He stated tournament times are starting so that’s exciting.  He wished good luck to the teams who are getting ready to roll into their tournaments and wished them the best in their perspective sports.  He wished good luck to the tennis team at Regionals.  He hopes they can come away with another regional title and move on to Semi-State.  He stated Mr. Gregg’s donation was a heck of a donation, especially at the time we are in right now.  He stated that shows a lot about Mr. Gregg and what he thinks about Delta athletics and we appreciate that.  He stated we will definitely use that in ways that are needed. He mentioned the other grants that go towards funding things and moving money around to help patrons out as far as classes go and stated those are nice to have as well.  He hopes everyone can get through this week, enjoy one week away, and take the break to try and gear up for the next 9 weeks and get us to the big break at Christmas.

Adam Williams – Mr. Williams concurred with his fellow board members.  He appreciates Mr. Gregg’s donation and stated that’s large, welcomed timing, and greatly appreciated.  He stated all donations large and small are so appreciated.  He stated it’s an act of giving we don’t want to ever diminish.  He stated it’s a gift from that person’s heart and that has so much more meaning than a dollar amount. He appreciates what they do for Delta families.  He wished all sports teams the best of luck at sectionals and conference tournaments.  He stated the tennis team with their 28th win is just phenomenal.  He doesn’t want it to ever end and stated for them to keep enjoying that ride as it continues.  He appreciates the hard work.  He stated it’s with a different set of kids every year because so many graduate and the next guys are just ready.  He stated Mr. Cleland does a great job preparing, not just for tennis, but for life and he appreciates what he does for Delta and the students.  He stated for everyone to stay healthy this week and do what you can, especially those in sports.  He hopes they do the right thing this week as sectionals and tournaments start happening and do what they can to stay healthy.  He stated to enjoy this momentum of good fortune we’ve had of being able to get us going.  He stated as we go into Fall Break, let’s have a streak of 9 more weeks after that.

  1. A regular meeting for the Board of School Trustees is scheduled for Monday, October 19, 2020 at 6:30 p.m. at the Administration Building.
